Formel 1: Safety Car, letzte Runde, Überholen, grüne Flagge, Michael Schumacher, Fernando Alonso, Monaco 2010, Strafe

Da haben wir also den Salat.
Der ob seines Comebacks viel kritisierte (zu Unrecht, wie ich glaube) Rekordweltmeister der Formel 1 namens Michael Schumacher überholt am 16. Mai 2010 in Monaco seinen Ex-Teamkollegen Fernando Alonso (Ex-Teamkollege, weil Fernando jetzt für das Team fährt, mit dem Michael als letztes sehr erfolgreich war) kurz vor der Zieldurchfahrt. Nicht etwa kurz vor einer der 77 rundenbeendenden Zieldurchfahrten, sondern vor der letzten und entscheidenden.

Der Haken an der Sache: Diese Runde Nr. 78 war eine Safety-Car-Runde.

Das Resultat: Schumachers Überholmanoever wird als regelinkonform angesehen und mit einer drive-through-Strafe belegt, die sehr regelkonform in den Abzug von 20 Sekunden von Michaels Gesamtfahrtzeit umgewandelt wird, da das Vergehen innerhalb der letzten 5 Runden begangen wurde. In unserem Fall fraglos gravierende 20 Sekunden, die Michael in der dem Safety Car folgenden Autoschlange auf Platz 12 zurückspült.
Aber so sind nun einmal die Regeln, was die so genannten Driver penalties anbelangt. Da kann man nicht plötzlich eine neue erfinden und sagen: "Schumacher zurück auf den Platz hinter Alonso versetzen wäre ja in Ordnung gewesen ..."

Das Strafmaß an sich ist also ziemlich eindeutig.

Worüber die Formel 1 - Fangemeinde gerade streitet (und vielleicht auch bald Mercedes mit der FIA), ist die Frage, ob hier überhaupt ein Vergehen vorlag. Und diese Frage kann man, wenn man die aktuell gültigen FIA Regulations ein wenig genauer untersucht, eigentlich weder mit Ja noch mit Nein beantworten. Besser gesagt müsste man sie sowohl mit JA als auch mit NEIN beantworten.

Grund hierfür ist ein in diesem Punkt sich selbst widersprechendes bzw. nicht ausreichend ausgearbeitetes Regelwerk.

Eigentlich gar keinen Zweifel am Überholverbot für Michael lässt der Artikel 40.13 der besagten Formel 1 - Regeln zu:

If the race ends whilst the safety car is deployed it will enter the pit lane at the end of the last lap and the cars will take the chequered flag as normal without overtaking.

Auch dass beim Eintreten des Safety Cars in die Boxengasse grüne Flaggen geschwenkt werden müssen, besagen die Regeln eindeutig:

As the safety car is approaching the pit entry the yellow flags and SC boards will be withdrawn and replaced by waved green flags with green lights at the Line.

Und damit kommen wir zum Problem, welches sich die FIA durch Unaufmerksamkeit selbst eingebrockt hat, der Bedeutung der grünen Flagge nämlich:

A green flag indicates that any previous danger has been attended to. The track is now clear, and drivers may proceed at racing speed and MAY AGAIN OVERTAKE.

Hat etwa eine dieser Regeln Vorrang vor der Anderen?
Falls ja, welche?
Und sollten sie gleichwertig behandelt werden - was kann/darf/soll die sportjuristische Instanz, die ziemlich sicher von Haug, Brawn & Co angerufen werden wird, entscheiden?

Es scheint jetzt schon klar, dass es kaum ein für alle Seiten gerechtes und zufriedenstellendes Urteil geben kann. Wie auch, wenn das "Gesetz" auf der einen Seite sagt, etwas ist verboten, auf der anderen aber sozusagen laut dem selben "Gesetz" Schilder aufstellt, die das Verbot aufheben?
Eine politische Entscheidung dürfte es also - wieder einmal - werden. Und ein genereller hoch politischer Grundsatz lautet nun einmal: "Wir (unsere Leute) machen keine Fehler!"; das sollte bei der FIA kaum anders sein als bei der UEFA, wo es doch unter Anderem einmal um diesen Fall Franck Ribéry (als der noch bei Bayern München war) vs. Champions League Finale 2010 in Madrid ging.

Nicht vergessen sollte man vielleicht:

Die Regeln eines wie auch immer gearteten Spiels (es muss nicht immer Sport sein) lernt man nur bei häufiger Anwendung. Das betrifft nicht nur die Spieler, sondern auch die Trainer und oftmals sogar die Regelerfinder. Von daher sei die Frage erlaubt:
Wie oft gab es bisher ein Formel 1-Rennen, dessen letzte Runde vom Safety Car angeführt wurde?

Noch eine zweite Frage sei mit Hinblick auf alle "Schummel-Schumi"-Rufer erlaubt:
Welche der oben zitierten Regeln ist wahrscheinlicher diejenige, die ein Formel 1-Pilot kennt? (SC fährt von der Piste und ich darf trotzdem nicht überholen ..... oder .... Grün = GAS?)

Abschließend muss ich der Euphorie angesichts des "geilen Manövers" von Michael noch einen Dämpfer versetzen. Selbst wenn ich Fernando überhaupt nicht leiden kann, muss ich doch anerkennen, dass er vom letzten auf den sechsten Platz gefahren ist. Und das ging nur mit Überholmanövern, selbst wenn ein Teil dieser Aufholjagd in der Box und durch die Strategie hinsichtlich der Besuche selbiger erledigt wurde. Und die Rede ist von SAUBEREN Überholmanövern, soweit ich das Rennen beurteilen kann.
Was nicht heißen soll, dass ich Michaels Manöver für unsauber halte. Aber wenn ich den anschließenden Worten aller Beteiligten Glauben schenke, dann hatte Fernando in der letzten Runde von seinem Team die Auskunft bekommen, dass Überholen nicht mehr erlaubt sei. Was den Rückspiegel eigentlich zur Nebensache werden lassen sollte.

Schweinegrippe / Influenza A H1N1 - Todesfälle nehmen zu

Viele Experten auf internationaler Ebene lassen in letzter Zeit verlauten, dass der Höhepunkt der Influenza-Pandemie in Hinsicht auf individuelle Fälle überschritten sei. Etwas merkwürdig mutet diese Information an, wenn man bedenkt, dass die meisten Länder die Einzellfälle bereits seit geraumer Zeit gar nicht mehr zählen.

Was nach wie vor gezählt wird, sind die durch den A H1N1 2009-Virus verursachten Todesfälle. Und diese steigen - so wie ich es sehe - drastisch:

Noch eine andere Zahl:

Vom 29. November bis zum 6. Dezember - also in nur einer Woche - wurden weltweit über 800 neue Todesfälle an die WHO gemeldet.

Die Logik draengt mir den Gedanken auf, dass die Zahl der Todesfälle zurück gehen müsste, wenn die Zahl der Ansteckungen sinkt. Oder erliegen ob des winterlichen Klimas mehr Leute dem Virus?
Es scheint jedenfalls so, als ob bisher auf keinen Fall Entwarnung gegeben werden kann.

3 DECEMBER 2009 | GENEVA -- WHO is aware of some concerns, expressed in the media, that ties with the pharmaceutical industry among experts on the Organization’s advisory bodies may influence policy decisions, especially those relating to the influenza pandemic.

WHO has historically collaborated with the pharmaceutical industry for legitimate reasons. Efforts to improve health depend on better access to high-quality and affordable medicines, vaccines, and diagnostics. Medical interventions, including antiviral drugs, vaccines, and diagnostic tests, have long been recognized for their role in mitigating the health impact of an influenza pandemic. Pharmaceutical companies play an essential role in this regard and WHO has engaged with them to pursue its public health objectives.



Conflicts of interest: safeguards in place

Potential conflicts of interest are inherent in any relationship between a normative and health development agency, like WHO, and a profit-driven industry. Similar considerations apply when experts advising the Organization have professional links with pharmaceutical companies. Numerous safeguards are in place to manage possible conflicts of interest or their perception.

External experts who advise WHO are required to provide a declaration of interests that details professional or financial interests that could compromise the impartiality of their advice. Procedures are in place for identifying, investigating and assessing potential conflicts of interest, disclosing them, and taking appropriate action such as excluding an expert from participating in a meeting.



International Health Regulations

The influenza pandemic is providing the first major test of the revised International Health Regulations, which were approved by WHO Member States in 2005 and came into legal force in 2007. The Regulations provide an orderly, rules-based mechanism for coordinating the response to public health emergencies of international concern, such as that caused by the H1N1 pandemic virus.

Apart from protecting public health against the international spread of disease, the Regulations contain provisions for avoiding unnecessary interference with international travel and trade.

Under the provisions of the revised Regulations, an Emergency Committee advises the WHO Director-General on matters such as declaring a public health emergency of international concern, the need to raise the level of pandemic alert following spread of the H1N1 virus, and the need to introduce temporary measures, such as restrictions on travel or trade. Final decisions are made by the Director-General, as guided by the Committee’s advice.

All members of the Emergency Committee sign a confidentiality agreement, provide a declaration of interests, and agree to give their consultative time freely, without compensation. Members of the Committee are drawn from a roster of about 160 experts covering a range of public health areas. The framework for membership is set out in the International Health Regulations. Each State Party to the Regulations is entitled to nominate one member of the roster and additional experts are appointed by the Director-General. Recommendations of the Emergency Committee are immediately made public on the WHO web site together with the relevant decisions of the Director-General.

Strategic Advisory Group of Experts on Immunization
In responding to the pandemic, WHO has also drawn on advice from a standing body of experts, the Strategic Advisory Group of Experts on Immunization (SAGE), which advises WHO on vaccine use. Members of SAGE are likewise required to declare all professional and financial interests, including funding received from pharmaceutical companies or consultancies or other forms of professional engagement with pharmaceutical companies. The names and affiliations of members of SAGE and of SAGE working groups are published on the WHO web site, together with meeting reports and declarations of interest submitted by the experts.

Allegations of undeclared conflicts of interest are taken very seriously by WHO, and are immediately investigated.



Criticisms: understandable but unfounded

Public perceptions about the current H1N1 influenza pandemic, as well as national preparedness plans, were strongly influenced by a five-year close watch over the highly lethal H5N1 avian influenza virus, which was widely regarded as the virus most likely to ignite the next influenza pandemic. A pandemic caused by a virus that kills more than 60% of the people it infects is strikingly, and fortunately, very different from the reality of the current pandemic.

Adjusting public perceptions to suit a far less lethal virus has been problematic. Given the discrepancy between what was expected and what has happened, a search for ulterior motives on the part of WHO and its scientific advisers is understandable, though without justification.

WHO has consistently assessed the impact of the current influenza pandemic as moderate. WHO has consistently reminded the medical community, public, and media that the overwhelming majority of patients experience mild influenza-like illness and recover fully within a week, even without any form of medical treatment. WHO has consistently advised against any restrictions on travel or trade. Although influenza viruses are notoriously unpredictable, it is hoped that this moderate impact will continue throughout the duration of the pandemic.

The argument that the moon is a dry, desolate place no longer holds water.

Secrets the moon has been holding, for perhaps billions of years, are now being revealed to the delight of scientists and space enthusiasts alike.

NASA today opened a new chapter in our understanding of the moon. Preliminary data from the Lunar CRater Observation and Sensing Satellite, or LCROSS, indicates that the mission successfully uncovered water during the Oct. 9, 2009 impacts into the permanently shadowed region of Cabeus cater near the moon’s south pole.

The impact created by the LCROSS Centaur upper stage rocket created a two-part plume of material from the bottom of the crater. The first part was a high angle plume of vapor and fine dust and the second a lower angle ejecta curtain of heavier material. This material has not seen sunlight in billions of years.

"We're unlocking the mysteries of our nearest neighbor and by extension the solar system. It turns out the moon harbors many secrets, and LCROSS has added a new layer to our understanding," said Michael Wargo, chief lunar scientist at NASA Headquarters in Washington.

Scientists have long speculated about the source of vast quantities of hydrogen that have been observed at the lunar poles. The LCROSS findings are shedding new light on the question of water, which could be more widespread and in greater quantity than previously suspected.

Permanently shadowed regions could hold a key to the history and evolution of the solar system, much as an ice core sample taken on Earth reveals ancient data. In addition, water, and other compounds represent potential resources that could sustain future lunar exploration.

Since the impacts, the LCROSS science team has been working almost nonstop analyzing the huge amount of data the spacecraft collected. The team concentrated on data from the satellite's spectrometers, which provide the most definitive information about the presence of water. A spectrometer examines light emitted or absorbed by materials that helps identify their composition.

"We are ecstatic," said Anthony Colaprete, LCROSS project scientist and principal investigator at NASA's Ames Research Center in Moffett Field, Calif. "Multiple lines of evidence show water was present in both the high angle vapor plume and the ejecta curtain created by the LCROSS Centaur impact. The concentration and distribution of water and other substances requires further analysis, but it is safe to say Cabeus holds water."

The team took the known near infrared spectral signatures of water and other materials and compared them to the spectra collected by the LCROSS near infrared spectrometer of the impact.

"We were only able to match the spectra from LCROSS data when we inserted the spectra for water," said Colaprete. "No other reasonable combination of other compounds that we tried matched the observations. The possibility of contamination from the Centaur also was ruled out."

Additional confirmation came from an emission in the ultraviolet spectrum that was attributed to hydroxyl, one product from the break-up of water by sunlight. When atoms and molecules are excited, they release energy at specific wavelengths that are detected by the spectrometers. A similar process is used in neon signs. When electrified, a specific gas will produce a distinct color. The ultraviolet visible spectrometer detected hydroxyl signatures just after impact that are consistent with a water vapor cloud in sunlight.

Data from the other LCROSS instruments are being analyzed for additional clues about the state and distribution of the material at the impact site. The LCROSS science team along with colleagues are poring over the data to understand the entire impact event, from flash to crater, with the final goal being the understanding of the distribution of materials, and in particular volatiles, within the soil at the impact site.

"The full understanding of the LCROSS data may take some time. The data is that rich," said Colaprete. "Along with the water in Cabeus, there are hints of other intriguing substances. The permanently shadowed regions of the moon are truly cold traps, collecting and preserving material over billions of years."

LCROSS was launched June 18, 2009 as a companion mission to the Lunar Reconnaissance Orbiter, or LRO, from NASA's Kennedy Space Center in Florida. After separating from LRO, the LCROSS spacecraft held onto the spent Centaur upper stage rocket of the launch vehicle, executed a lunar swingby and entered into a series of long looping orbits around the Earth.

After traveling approximately 113 days and nearly 5.6 million miles (9 million km), the Centaur and LCROSS separated on final approach to the moon. Traveling as fast as a speeding bullet, the Centaur impacted the lunar surface shortly after 4:31 a.m. PDT Oct. 9 with LCROSS watching with its onboard instruments. Approximately four minutes of data was collected before the LCROSS itself impacted the lunar surface.

Working closely with scientists from LRO and other observatories that viewed the impact, the LCROSS team is working to understand the full scope of the LCROSS data. LRO continues to make passes over the impact site to give the LCROSS team additional insight into the mechanics of the impact and its resulting craters.

5 NOVEMBER 2009 | GENEVA -- To date, extensive testing by laboratories in the WHO influenza surveillance network has detected no signs that the H1N1 pandemic virus has mutated to a more virulent form. Currently licensed pandemic vaccines closely match circulating viruses and are expected to confer good protection.

Vigilance for changes in the H1N1 virus includes monitoring to detect possible influenza infections in susceptible animals, both mammals and birds, as well as humans. While most influenza A viruses circulating in mammals preferentially infect a single species, cross-species transmission is known to occur.

Infections in swine
Concern has traditionally focused on swine, which are susceptible to infections from human and avian influenza viruses as well as swine influenza viruses. As influenza viruses have eight neatly segmented genes, swine could theoretically operate as a viral “mixing vessel” for the exchange of genetic material when an animal is co-infected with different viruses. Such an event could lead to changes in the genetic makeup of the H1N1 virus or result in a novel influenza virus of unknown public health significance.

Since the new H1N1 pandemic virus emerged, a small number of infections in swine herds have been reported. Limited evidence suggests that these infections occurred following direct transmission of the virus from infected humans to swine. These isolated events have had no impact on the dynamics of the pandemic, which is spreading readily via human-to-human transmission. As human infections become increasingly widespread, transmission of the virus from humans to swine is likely to occur with greater frequency.

Influenza in other species
In addition, pandemic H1N1 infections have been reported in turkeys in Chile and Canada and in a few pet animals in the USA. Again, these infections were isolated events and pose no special risks to human health.

The virus is killed at normal cooking temperatures. No human infections have been linked to the consumption of properly prepared meat or animal products, or any other food items.

Another concern is the continuing presence of the highly pathogenic H5N1 avian influenza virus in poultry in several countries, where the virus is endemic. While no one can predict how the H5N1 virus might behave under the pressures of a pandemic, all data to date have been reassuring.

Most recently, authorities in Denmark reported a novel H3N2 influenza virus in mink on several mink farms. Sequencing of the virus demonstrated a combination of human and swine genes that has not been identified previously in circulating influenza viruses. Testing of farm workers detected no spread of the virus to humans. However, the incident demonstrates the constantly evolving ecology of influenza viruses, the potential for surprising changes, and the need for constant vigilance, also in animals.

Close monitoring needed
These recent findings further suggest that influenza A viruses in animals and humans increasingly behave like a pool of genes circulating among multiple hosts, and that the potential exists for novel influenza viruses to be generated in animals other than swine. This situation reinforces the need for close monitoring and close collaboration between public health and veterinary authorities.

When influenza infections are detected in farmed animals, WHO recommends monitoring of farm workers for signs of respiratory illness, and testing for H1N1 infection should such signs appear. FAO and OIE recommend that animals that are showing signs of illness be examined and properly managed, and allowed to fully recover before being transported or marketed.

In addition, samples from infected animals and humans should be taken for full genome sequencing of the influenza viruses to determine if mutations have occurred that could lead to changes in virulence, host range or antiviral resistance. Such sequencing is also important to assess the possible origin of the case or outbreak.

Official notification
Highly pathogenic avian influenza virus infections in birds must be reported to the World Organisation for Animal Health (OIE), as must any "emerging disease" in animals. This would include infections with the pandemic H1N1 virus or other novel influenza viruses, when consistent with the “emerging disease” criteria for official notification.

These animal health events should be reported, together with the results of epidemiological and virological investigations, in keeping with OIE requirements for notification.

Influenza Mexiko: Neuausbruch in Acapulco

Zum Wohl der Tourismusindustrie Mexikos spielen die regionalen und föderalen Verantwortlichen ein gefährliches Spiel, was ihre Glaubwürdigkeit anbelangt.
Posaunte man in den letzten Tagen in alle Welt hinaus, dass die wichtigsten mexikanischen Urlaubsorte frei vom Virus wären, kann man doch nur wenig dagegen tun, dass die Meldungen über die Realität in die Medien gelangen.

Seit gestern wird berichtet, dass in Acapulco 7 Schulen (4 öffentliche und 3 private) geschlossen werden mussten, weil 10% der Schüler Symptome des neuen Virus aufwiesen.
Natürlich sind Symptome noch lange kein Beleg oder Nachweis für das Vorhandensein des Virus und selbstverständlich klammert man sich an nachgewiesene Fälle, um die Statistiken nicht ausufern zu lassen.
Vermeidung von Panikmache muss nach wie vor an der Tagesordnung stehen und ohne Frage ist es enorm wichtig, den Tourismus wieder anzukurbeln.
Auf Verdunkelung und Verheimlichung sollte man dabei aber nicht setzen, sondern eher auf noch bessere Aufklärung über die relative Ungefährlichkeit. Was Vorbeugung zur Vermeidung und Verhalten im Falle von Ansteckung betrifft, hat man hervorragende Arbeit geleistet.

Ich beschuldige niemanden der Verdunkelung oder Verheimlichung, aber ein wenig zweifelhaft erscheint mir die Handhabe der SSA (mexikanische Gesundheitsbehörde) in den letzten Tagen doch. Zahlen werden nur noch sporadisch bekannt gegeben und die Rede ist immer wieder von "besiegt, unter Kontrolle, abklingend".
Was nicht korrekt zu sein scheint, denn immer wieder tauchen Meldungen über neue Fälle auf, und nicht einer dieser Meldungen wurde von offizieller Seite widersprochen - allerdings werden sie auch nicht (oder nur sehr versteckt) als bestätigt deklariert.

Die WHO meldet in den letzten 2 Tagen 3707 neue bestätigte Fälle mit 7 Todesopfern (Australien 1, Kanada 2, Dominikanische Republik 1, Mexiko 2, Philippinen 1), womit deren Gesamtzahl weltweit auf 238 steigt.
11 Länder geben jeweils mehr als 100 neue bestätigte Fälle des Virus in den letzten 48 Stunden an, wobei Kanada mit 747 an erster Stelle steht. Die USA scheinen ihre neuen Zahlen noch nicht an die WHO weiter geleitet zu haben.

Influenza aktuell: Besorgnis erregende neue Zahlen aus den USA

Ich widerspreche denjenigen nicht, die da sagen, ohne die Aufmerksamkeit und detaillierte Berichterstattung durch die Presse wäre die Human Influenza 2009 H1N1 von vielen Leuten bis heute noch gar nicht bemerkt worden.

Trotzdem behalte ich ein Auge drauf.
Und die Zahlen steigen.
Laut den offiziellen Zahlen der WHO wurden weltweit innerhalb der letzten zwei Tage 7873 neue Fälle des Virus bestätigt. Das ist eine ganze Menge, wenn man die Zuwachszahlen der Vorwochen zum Vergleich heran zieht.

Was aber innerhalb dieser Zahlen auffällt, sind die neuen Todesfälle in den USA. Hieß es bisher immer noch: "Es ist uns ein Rätsel, warum ausgerechnet in Mexiko so viele Menschen sterben mussten.", muss man jetzt vielleicht dieselbe Frage für die USA stellen, denn allein in den letzten 48 Stunden wurden 48 neue Todesfälle gemeldet! Was zwar nicht heißt, dass alle Opfer innerhalb dieses Zeitraums den Folgen ihrer Erkrankungen erlagen (manchmal dauert es etwas, bis der Virus als Mit-Todesursache nachgewiesen werden kann und dann muss die Meldung den langen Weg vom feststellenden Labor über die Langesregierungen bis hin zur WHO antreten), aber es besteht kein Zweifel: Die Zahl der Todesopfer steigt. Und zwar hat sie sich innerhalb von nur etwa 2-einhalb Wochen (ich berichtete - ausschlaggebend ist die Zahl vom 3. Juni 2009) so gut wie verdoppelt.

Um zu den USA zurückzukehren: Dort hat sich die Zahl der Todesopfer in nur 2 Tagen fast verdoppelt, von 44 auf 87. Damit ist man nicht mehr weit davon entfernt, in den USA genau so viele Tote beklagen zu müssen wie in Mexiko (aktuell offiziell 113).
Mexiko scheint seine aktuellen Daten übrigens nur noch sporadisch an die WHO weiterzuleiten, denn tagelang erschient bei den neuen Fällen eine Null, während dann am vergangenen Freitag plötzlich 1383 Fälle des Virus mit 5 Todesopfern angegeben wurden.
